Our test for FXCM in Uganda takes the claims a broker makes, then checks each one against a public register, a payment channel, or a live account screen.
FXCM is a global broker founded in 1999 in New York and now part of Stratos/Jefferies. For Ugandan clients it works through its international setup, not through a Uganda-licensed entity. That single fact shapes everything below, including which regulators we check and what we can verify.
What we check
Six checks apply to any broker looked at for Uganda. Each one is designed to be repeated later, because a licence or a payment route can change.
- Licence and legal entity: who holds the licence, in which country, and which entity signs up Ugandan clients.
- Fund handling: whether client money sits in segregated accounts at a licensed institution.
- Deposit and withdrawal routes: whether MTN Mobile Money, cards and bank wire work.
- Platform and pricing: which terminal you get, and what the spread plus commission costs.
- Regulatory fit for Uganda: whether the CMA register lists the broker, and what that means.
- Tax and reporting: how profits are treated by the Uganda Revenue Authority.
Licensing, checked twice
FXCM is presented in Uganda-facing broker listings as operating under FCA, ASIC, FSCA and ISA oversight. The specific materials aimed at Uganda do not show a Uganda-only licence entity.
We verify that in two places. First, we read the regulator's own register, not a broker summary of it. Second, we confirm which entity appears on the client agreement for your country. Those two answers are not always the same, and the gap is where problems hide.
The Capital Markets Authority Uganda (CMA) regulates the securities market, and the Bank of Uganda licenses forex bureaus and remitters but not retail online forex or CFD brokers. The CMA (Amendment) Act 2016 created a licence category for online foreign exchange trading, yet the CMA Licensed Firms list contains no licensed online or non-dealing forex brokers. The framework exists on paper; no retail forex or CFD broker is locally licensed.
Retail forex and CFD trading is legal in Uganda, and residents trade almost exclusively through offshore brokers regulated elsewhere. The practical consequence is that your protection comes from the offshore regulator and the broker's own fund handling, so those are the things worth reading closely.

Funding with mobile money
MTN Mobile Money is the route that matters most for Ugandan clients. FXCM's Africa mobile-money FAQ names Stratos Global LLC and lists Uganda among the supported countries, with MTN as the local operator.
The account minimum is USD 50, and the mobile-money channel states the same USD 50 equivalent as its floor. You can fund in UGX, and the local currency is converted to USD. Trading is then settled in US dollars, so the UGX-to-USD conversion cost applies every time you move money in or out.
| Funding route | Typical speed | Notes for Uganda |
|---|---|---|
| MTN Mobile Money | Minutes | UGX supported, converted to USD |
| Card (Visa/Mastercard) | 1-5 business days | Subject to bank AML checks |
| Bank wire | 1-5 business days | Source-of-funds questions likely |
Uganda has an open capital account. There are no exchange controls stopping legitimate transfers, and funding an offshore account by mobile money, card or bank transfer is not restricted. Large cross-border cash still has to be declared at entry or exit, and banks apply AML and KYC checks on large transfers.
You will complete KYC with a Ugandan National ID (NIN card) or passport, plus proof of address such as a recent utility bill or bank statement. Some brokers add a selfie or liveness check. Make sure the name on the ID matches the name on the mobile-money wallet.
The trading conditions on the table
These are the numbers a newcomer should write down before opening anything.
| Item | FXCM for Uganda |
|---|---|
| Minimum deposit | USD 50 |
| Maximum leverage | Up to 1:400 |
| Account types | Standard and demo |
| Platforms | TradingView, MT4 |
| Markets | Forex, CFDs, crypto |
| Pricing | Commission-free, spreads from about 0.8 pip on majors |
| Islamic account | Available (swap-free) |
| Base currencies | UGX funding, USD settlement |
A note on leverage, because this is where beginners get hurt. Uganda sets no local retail leverage cap, because there is no active licensing regime to enforce one. Offshore brokers commonly offer 1:500, 1:1000 or more, and FXCM's own listed figure for Uganda is up to 1:400. That number is set by the broker, not by a local rule protecting you. High leverage does not increase your edge; it shortens the distance between a normal market swing and a margin call.
Where the cost sits
FXCM prices commission-free, with spreads from around 0.8 pip on major pairs and averages nearer 0.3 to 0.6 pip on UKOIL in normal conditions. That is a clean model: no separate commission line, and the cost is visible in the spread.

The costs that surprise people are not the spreads. They are the conversion and friction costs around the account.
- UGX-to-USD conversion on every deposit and withdrawal, since trading settles in USD.
- Mobile-money operator and agent fees on top of the broker's own charges.
- Spread widening at news releases and around the daily rollover window.
- Swap or financing charges on positions held overnight, unless the account is swap-free.
For an Islamic or swap-free account, FXCM is listed with the option available. Uganda's population is roughly 14% Muslim, and no local rule mandates it. Ask support to confirm it is attached to your specific account type before you fund.
What to watch out for
Three things deserve a slow read before you commit.
First, the regulator covering your account is not a Ugandan one. That is normal for residents, but it changes where you complain and how long a resolution takes. Complaints about capital markets services in Uganda go to the CMA at ms@cmauganda.co.ug, and the CMA publishes a standing fraud warning against unlicensed financial schemes. That warning covers operators with no licence anywhere, not brokers holding FCA, ASIC, FSCA or ISA registration. Still, verify the regulator's register yourself rather than trusting a badge on a page.

Second, the track record has a mark on it. FXCM was permanently banned from the US by the CFTC and NFA in 2017, with a USD 7 million penalty for concealing a market-maker conflict involving Effex Capital. The firm now sits under Stratos/Jefferies, but it is part of the file.
Third, third-party reviews of FXCM are mixed, and one source notes that country availability must be checked before opening an account. Availability is not a small detail when you are funding with a local wallet.
If those points give you pause, the sensible move is not to leave the category. It is to compare FXCM against a broker with a tighter regulatory profile for your region: strong FCA, CySEC or ASIC authorisation, clear segregated-fund statements, transparent all-in costs, a long public track record, and support that answers within a day. Run the same six checks on both and pick on evidence.
Tax on your profits
Uganda taxes residents on worldwide income, so profits from an offshore broker are reportable. That includes FXCM. Forex and CFD profits earned regularly are treated by URA as business income, with no separate capital-gains regime.
For FY July 2025 to June 2026, the progressive resident rates are:
| Annual income band (UGX) | Rate |
|---|---|
| 0 - 2,820,000 | 0% |
| 2,820,001 - 4,020,000 | 10% |
| 4,020,001 - 4,920,000 | 20% |
| 4,920,001 - 120,000,000 | 30% |
| Above 120,000,000 | 30% plus 40% surcharge |
Get a TIN through URA eTax and keep your statements. Offshore brokers are not obliged to report to URA for you, so the record-keeping is on your side. Rates as of the review period; confirm current bands at ura.go.ug.
How the test scores add up
We score on what a Ugandan client can verify: is the licence real and current, does the entity that signs you align with the licence you checked, does MTN Mobile Money work end to end, is the all-in cost visible, and can you get your money out without a fight.

On that basis FXCM clears the basics for Uganda. It has named regulators, a USD 50 entry point that matches the mobile-money minimum, UGX funding through MTN, a demo account for practice, TradingView and MT4, and an Islamic option. The gaps are the ones the whole category shares in Uganda: no local licensee, no local leverage cap, and no local dispute route.
Asked and answered
What are the biggest scams to avoid in Uganda?
The CMA warns about Ponzi and pyramid "investment" and "forex trading" schemes, fake account managers, WhatsApp and Telegram copy-trading groups, mobile-money fraud such as SIM-swap and fake agents, and unlicensed operators taking deposits. If someone guarantees returns, it is not a broker. Report fraud to ms@cmauganda.co.ug.
Does FXCM need a Ugandan licence to serve me?
No. There is no active local licensing regime for retail forex and CFD brokers, so FXCM serves Uganda through its international setup under FCA, ASIC, FSCA and ISA oversight. Your protection comes from those regulators, not from a Ugandan one.
Can I deposit into FXCM with MTN Mobile Money in UGX?
Yes. FXCM's mobile-money materials name Stratos Global LLC and list Uganda with MTN as the operator, with UGX supported and the minimum set at the USD 50 equivalent. Your UGX is converted to USD, so the exchange rate and conversion fee apply.
